Is it normal to hear the powder moving around in a .308 cartridge after its been fully completed?  I only loaded 41.5, 42, and 42.5 of varget into them.

Yes, but it depends on which gunpowder you're using.

Yes - if you don't have close to 100% loading density you will be able to shake the round and hear the powder moving around.  As long as there is an air space, there is room for the powder to move around in the cartridge.

Yes, it all depends on the load density of the powder and the amount of powder used.

I have loaded .308 with RE15, Varget, and IMR4064. I haven't found a load that will fill the case to the point that it won't make noise when I shake it.
