I'm kicking around the idea of loading /reloading for retail sale. Could someone point me in the right direction for law/regulation that may govern this activity. FFL required?

The first thing I would check is the cost of insurance.
Not only for liability (probably the most expensive part), but the cost of insuring your place of business with all the explosive materials in stock.

A Type 6 FFL is required.
