It's ball powder.  It meters beautifully and is a fantastic choice for 5.56/.223.

Unless thats an actual picture of the powder container, I can do you one better.  I looked at my 1lb container of it and it says ball powder.

Even though Olin sold their propellent division to General Dynamics, they still own the trademark Ball Powder.  And they still like to enforce it.  All others are spherical propellents.
