I use a Lee hand primer and after priming couple hundred rounds I found this in my work area.



First what is the proper name for this part from the primer and second is it safe to fire a round with out this part?

It's an anvil of a boxer primer.  It's safe to fire whatever round is missing it because that round will be a dud in all likely hood.  When you get that dud,  you'll have to extract by hand, then make sure the bore is clear and the bullet didn't stick in the lead of the rifling or something

If you are that hard up for money... I got a whole milk jug FULL of fired primers that you can have for free. At a price of mere pennies each, I just use new primers when reloading.
