Gentlemen, I’m in the process of filing out the form1 on my GSG-5P and have a couple of questions. (Questions in red) For the name and location of manufacturer do I put in GSG’s contact information? Instruction 2h states: (Serial Numbers and other Markings. If an existing firearm is being modified into an NFA firearm, enter the existing serial number of the firearm into item 4g and the name and address of the original manufacturer into item 4a. Do not Alter or Modify the Existing Serial Number. If the NFA firearm is being made from parts, your name and address are to be entered into 4a and a serial number you create is to be entered into item 4g.) If this is correct do I still have the receiver engraved, and if so do I just add my name and location (i.e.: E. Smith Phoenix AZ) or would it involve more? Is this what goes in line 5? Also do I put the overall length at the length of the pistol, or will I need to figure it out what it will be when I can legally install a collapsing stock? Sorry for all the questions, I’ve been to the general class 3 section, but wanted to make sure I have it right. It’s my first Form1 and I don’t want to screw it up. Thanks, Gene |

Box 4a: German Sport Guns GmbH Oesterweg 21 59469 Ense-Höingen Box 4h: American Tactical Imports Rochester, NY You will still need to get the receiver engraved with YOUR info, whether it is registered as an individual or under a trust is up to you and they need to be engraved accordingly. You don't put your engraving info on the form1 paperwork. As for the OAL, I don't know but a good guess would work fine. It doesn't have to be exact as a SBR is a SBR. |

make it easy for you . here's the breakdown .......... Paperwork requirements: - Complete 2 copies of ATF Form 1 (5320.1, Application to Make and Register a Firearm). Forms are available at N/C from the ATF Forms Distribution Center (www.atf.gov/dcof) or from TitleII.com (www.titleii.com). - Attach a passport style (2"x2") photo to each Form 1 (2 photos). - Complete 1 copy of ATF Form 5330.20 (Certificate of Compliance). Yes, you 'certify' yourself ... please don't ask why. - Be fingerprinted (2 copies) on FBI FD-258LE cards (available from the ATF website). Your local Police Department of Sheriff's Office can usually do this for you at no or minimal cost. - Most importantly, you must obtain the signature of the Chief Law Enforcement Officer (CLEO) in your area of residence. The CLEO may be the Chief of Police of your town, the Sheriff of your county, or a District Attorney, among others. Depending on where you live, the viewpoint of your local CLEO, and your political connections, the signature may be the most difficult part of the process. You just never know. - Pack up all forms, cards, etc, along with a check payable to the Department of Justice in the amount of $200, and send them to the address on the form (West Virginia address). - In approximately 2-8 weeks, ATF will return 1 approved original copy of your Form 1, with attached NFA tax stamp. At that time (and at no time prior), you may "make" or assemble your SBR/SBS/DD/Suppressor. Marking requirements: - You must mark the newly made NFA firearm with the S/N, Model Name or Number, *your* Name, City, State and the caliber or gauge. If you used the S/N, Model and caliber from the Title I firearm, then you're already half-way there as far as markings go ... - Accepted abbreviations may be used for your name (i.e., your ititials), city & state. Ex: John Q. Public, Houston, Texas can be marked as JQ Public, HOU TX. - The S/N must be marked on the receiver or frame, and must be no less than 1/16" in height and no less than 0.003" deep. - The remaining information (name, city, state, model and caliber) may be placed EITHER on the receiver OR the barrel, and must be no less than 0.003" deep. There are no minimum height requirements for these markings. - All required markings must be in Roman letters (English) and Arabic numerals (1,2,3 ...), and be "wholly unobstructed from plain view". In other words, they may not be placed under handguards, grips, inside mag wells, etc. |
| 4H is where you put what you are going to engrave on the firearm. ATI is what goes in 4A. I got my form1 approved about a month ago. Put the OAL that the rifle is going to be. For my engraving I put "last name Trust Hou TX" you can abbreviate the city and state, that's also what you put in box 4H. All I put in 4A is ATI, Rochester, New York. Importers acceptable as the manufactures |
Wrong. 4A is the ORIGIONAL MANUFACTURER which is GSG. ATI is the importer and since it is stamped on the weapon at time of purchase it goes in 4H. You don't need to put your info anywhere on the form that you will be engraving. If your form came back approved, well then good but it is wrong. |
| NOT WRONG, I had my FFL for awhile and that is acceptable....also, tell that to the examiners that approved this and my other form 1s. 4H is additional Identifiers I.E. your "engravings", which are just as important as the sn#. On a imported firearm, the importer becomes the original manufacture for ATF purposes. |

They (BATFE) probably only care about the SN anyway. I try and fill out the paperwork accordingly and GSG is the ORIGIONAL manufacturer, not ATI, which is what 4a states it is looking for so that is what I go by. It has also been discussed in the ClassIII section here and that was the concensus also. |

This is an interesting debate, and I can see the validity of both arguments.
I recieved an approved Form 1 last year for an AR-15. I used a very knowledgable friend's approved Form 1 as a "guide". In both of ours, "N/A" was written in 4H. That being said, it does not appear by past approvals, that any engraving information is needed in 4H. I believe that what the engraving info "will be" is essentially already known to the ATF by virtue of the form itself, no? The application includes your name (or trust name) and location elsewhere and is mandated to be on the gun. I just sent out a Form 1 yesterday for a PK. I wrote "N/A" in 4H as well. For this latest Form 1 for 4A I wrote "German Sport Guns Ense-Hoingen / Germany" exactly as it appears on GSG's website. A exact mailing address is not necessary. The ATF is concerned about city/state or in this case, city/country info only. The ATF can find these manufacturers with little trouble in need be. I believe the ATF could save everyone a lot of trouble (including themselves) by simplifying this application. If American Tactical Imports was acceptable for 4A the form SHOULD read "Name and Location of Original Manufacturer or Importer of Firearm" but it does not. Coulda, shoulda, woulda, right? As it stands, the language "orignal" is provided for 4A. Are we all in agreement that ATI is NOT the original manufacturer, at least...? Like I said, I just sent mine off yesterday for the PK.
