Go to the America's Test Kitchen web site.  They have recommendations for these.  Their favorite, chosen above al the very expensive brands, was an inexpensive knife (IIRC, ~$20 each).

Henkel 4 star.  Excellent cutlery for the kitchen.  Buy as many or few as you like or will fit your budget.  OR you could start out with a Henkel 4 Star (7 piece) Block Set.  They usually have several empty slots for future "expansion"...  You can give gifts to add to the set for other gift giving occasions (Christmas, birthdays, anniversaries, etc.).

I would definately go with a starter set from a high end manufacturer. One, you get better knives within your budget, and two, not many people will use all the knives in a larger set.
