  Mr. LEVIN. Mr. President, last week the Violence Policy Center, VPC, released a report entitled Sitting Ducks detailing the danger of the .50 caliber sniper rifle as a terrorist threat to, among other things, refineries and hazardous-chemical facilities. According to the VPC's report, the .50 caliber sniper rifle, equipped with explosive or armor-piercing ammunition, is capable of hitting a target accurately from more than a thousand yards away making it well suited to attack fuel tanks and other high-value targets from a distance.

  The VPC report highlights the danger of a .50 caliber sniper rifle being used in a simple conventional attack with potentially disastrous results. The weapon is not only readily available, ``low technology'', but a .50 caliber sniper rifle is so powerful that it has been said to be able to wreck several million dollars' worth of jet aircraft with one or two dollars' worth of ammunition.

  Despite its obvious power, under current law .50 caliber sniper rifles are no more regulated than hunting rifles. That is why I cosponsored Senator Feinstein's ``Military Sniper Weapon Regulation Act,'' S. 505. This bill would change the way .50 caliber guns are regulated by placing them under the requirements of the National Firearms Act. This action would subject these weapons to the same regimen of registration and background checks to which other weapons of war, such as machine guns, are currently subjected. This is a necessary step to assuring the safety of Americans.

  Mr. President, .50 caliber weapons are too powerful and too accessible to be ignored. Tighter regulations are needed. I urge my colleagues to support Senator Feinstein's bill.

Thoughts to myself, as I read this mass of crap-

Mr. President, last week the Violence Policy Center, VPC,(More like "Victim Promoting Chuckleheads") released a report entitled Sitting Ducks ("Quack, Quack,") detailing the danger of the .50 caliber sniper rifle as a terrorist threat (Why not ban terrorists, you gaggle of pinheads?) to, among other things, refineries and hazardous-chemical facilities. According to the VPC's report,(-CoughBULLSHIThack-) the .50 caliber sniper rifle, equipped with explosive or armor-piercing ammunition, is capable of hitting a target accurately from more than a thousand yards away (Like a terr is going to waste time making a long shot from afar. More like a Ford F-450 packed with ANFO, you morons. Again, "DUHH!") making it well suited to attack fuel tanks and other high-value targets from a distance.(As opposed to low value targets, such as large officebuildings, hit by aircraft, Duh huh.)

The VPC report highlights (For easily frightened ninnies.) the danger of a .50 caliber sniper rifle being used in a simple conventional attack(Highly unlikely. These people LIKE to make showy messes of themselves, involving explosives.) with potentially disastrous results.(Ohh! like ramming a fucking airliner into a building, or stuffing a rental van full of HE and driving it under a large building is NOT disastrous? )  The weapon is not only readily available, ``low technology'', but a .50 caliber sniper rifle is so powerful that it has been said (I saw it on a movie!) to be able to wreck several million dollars' worth of jet aircraft with one or two dollars' worth of ammunition.( I've seen a 29 cent bolt do the same thing. What's next for you twits? Banning hardware?)

Despite its obvious power,(To these slime, a Daisy Red Ryder is an assault rifle.) under current law .50 caliber sniper rifles are no more regulated than hunting rifles.(GOOD! Keep it that way!) That is why I cosponsored Senator Feinstein's (BOO!) ``Military Sniper Weapon Regulation Act,'' S. 505.(Really? Now we know who the REAL terrorist supporters are! Against the wall, Jackass! ) This bill would change the way .50 caliber guns are regulated by placing them under the requirements of the National Firearms Act.( And given their way, ALL firearms would be under the same conditions.This veil is so thin..) This action would subject these weapons to the same regimen of registration and background checks to which other weapons of war,(See, "Any Firearm") such as machine guns, are currently subjected. This is a necessary step to assuring the safety of Americans.(We'll just toss law after law onto our citizenry, til WE feel better.)

Mr. President, .50 caliber weapons (So would this include ALL weapons with a bore diameter exceeding .500"? Wanna bet they include the DE .50, as well as a few selected shotguns?) are too powerful and too accessible to be ignored.(Well, quit pissing their owners off, or you may find this out first hand, you idiot.) Tighter regulations are needed. (Um, Only if those are regulations on brain donors holding public office.) I urge my colleagues to support Senator Feinstein's bill. (I urge you to hold your vomit back, from the sickening contents of this mass of festering tripe.)

Using an attack on the WTC, and the threat of terrorisim as an excuse to further restrict the rights of the citizens of this nation is shameless. There is an especially warm spot in hell for politicians furthering their careers through this method..

I'd say i'm shocked by this attempted piece of legislation but i'd be lying.  Banning .50 caliber weapons is one of the stupidest ideas of heard in a long time.  Let me start by listing the reason why a terrorist won't use a .50 caliber.  First their very expensive, the cheapest on the market that i've seen are the LAR Big Boar Grizzly, and Armalites AR50, both of these weapons will cost you roughly $2000-$2500 and that doesn't include a scope and those can run into the thousands of dollars as well.  And those are just the low end model .50's if they really wanted to do some damage they'd purchase a Barrett 82A1, that'll cost about $7000 before the scope and ammo.  But a terrorist has better things to do with their money and time, just think of how much explosives that amount of money would buy, and in order to hit objects at 1000 yards or more, you need a lot of practice, and that takes time, and their aren't a whole lot of ranges that cater to your 1000 yard shooters, and those that do i'm sure its one of those situations where everyone knows everybody so a stranger would be oddly out of place.  So a .50 caliber rifle is really an impractical tool to use, its much easier to rent a U-Haul truck pack it with explosives and pay some dumb turban wearing raghead to drive it into a building or other place popular to the civilian population.  Plus while their at it the senate ought to ban the following cartridges .338, .300, .30-06, .308 since all are capable of reaching distances of over a 1000 yards, and in the hands of an expert marksmen with specialised ammunition all would be a terrorist weapon. at least according to the liberal Democrats.
