Does anyone know if the Badger Ordnance scope base rail for the SPR will fit the PBR? My PBR has a two piece rail and I'm looking to put a single piece rail on it and the Badger seems like a good choice, that is if it fits.

They also have a standard winchester short action rail, which might be what I would need, but I don't know. Hoping someone here can answer this for me.

Why change?  The factory one peice scope mount FNH ships on the PBR's & SPR's in made by NEAR MFG; and it's as good or better than Badger's in my opinion

AND the best part is call Bob A at FNHUSA and they will send you a NEAR single peice mount to replace the two peice bases that came on the first runs of PBR's, I know cause mine came that way.
the two peice mounts are shit, FNH stopped using them cause they where so far out of spec.  ( I could not zero mine for squat) So FNHUSA started to use the single peice NEAR mount.  I called Bob A at FNHUSA to ask about / complain about the two peice, etc, what aftermarket would fit the hole spacing and he said don't bother I'll send you a new mount, for FREE!.

CALL BOB first, he'll more then likely send you a free mount.  The NEAR mount from NEAR runs $150-200.

With the NEAR mount and a nice IOR scope my 16" .308 PBR with the muzzle brake shoots under 5/8" groups with factory match ammo @ 100yds.

Aslo note the SPR's are based on FN's pre-64 style Win. action.
The PBR's are the "newer" post-64 style Win action.
I night be wrong, but I think different mounting hole/bolt spacing.
