Friend of mine said he saw one on EBAY in a "kit" form that was basically everything cut out but not removed from the piece of metal. Because they are only 80% he says they are 100% BATF LEGAL?? This doesn't sound right to me.

Sounds like a sting operation to me.  You can not be in possession of a device like the lightening link, or an "almost finished one", while also in possession of a functioning AR that the LL could work in....

Unless, of course, the LL was registered prior to '86, and you held a valid tax stamp for it -- or you are an FFL/SOT.

Only a licensed NFA manufacturer (07/02) has a legal use for those kits. Otherwise, they are jail bait.
