I have a Bushmaster Carbon 15 Pistol; I want to add a stock and register as a SBR. By what I have read I can do this, although a bit confusing. Upon registering do I have to engrave my info on the reciever? I have my ATF F1 packet completed and would like to have it back by the time I redeploy in Feb; just want some expert advice before I mail it.

Yep.

When you file a Form 1, you are becoming the manufacturer.

Maker's "NAME, CITY, STATE" are required to be engraved.

I find the easiest is on the RH side of the mag well.

Some folks are to uptight about such things and will recommend alternatives.

Thanks for the advise.. As for the bushmaster markings on the left side reciever, do they have to be milled down, so there is only 1 mfr & address on the reciever?

No! It is against federal law to remove any markings on a firearm. Bushmaster is the manufacturer of the host firearm; you are the maker of record for the SBR. It must have both sets of markings to meet legal requirements. The only exception is factory SBRs –– guns which are registered as NFA before they leave the factory.
