Hello All,

If I put 14.5" for barrel length on the form 1 am I allowed to go shorter than that or am I stuck at 14.5" or longer?

Once it's a SBR you can run any barrel length.  You're supposed to notify BATFE if you make a permanent change.  On an AR I've been told as long as you have an upper that matches the registered config you're fine.  Some people send in a letter after it's approved which tells them what calibers/lengths they intend to run.

if you registered your upper you are stuck.  if you registered your lower then you can put whatever you want on it because technically the lower is the SBR unit.  you can change from 14 to 9 back to 12 if you wanted.  this is why people register the lowers.

You can't register the upper as a SBR... it is not a firearm.  You have to register the lower.   You can choose to engrave the barrel, which is part of the upper, but the lower is still the SBR.
