Any Class 2 can and generally will do it, but very few keep them in stock, already registered, as an off-the-shelf item, since engraving it and registering it on F2 takes no time at all.

If you walk in with cash in hand, they'll probably send off the F2 and your F4 in the same envelope, or the F2 by fax and F4 by mail.  Some will want to get the F2 acknowledgement back before sending off the F4.

So the only real issue is finding a Class 2 near you who'll do it.

Edit to add that if the C2 in question is also the actual manufacturer of the lower, they don't have to add any engraving at all - just F2 it as an SBR, and get the transfer paperwork started.  That might provide incentive to go with some of the smaller, more responsive AR manufacturers, or check with LMT/Bushmaster/RRA, etc to see if they offer factory SBR lowers and complete rifles, as well.

LOL, I was about to link the same thread.

FWIW, I ended up just sending in a Form 1 for a lower I already had and sending it to Orion Arms for engraving.  But, if Mark at Polite Society gets some more Noveske lowers in when I have some disposable cash, I might have to get one of those too...

It is my understanding that you can send your Title I lower back to the original manufacturer.  They will file a Form 2 as an SBR.  The receiver can then be transfered directly back to you but it will be a Form 4 transfer.  You'll have to fill out all the Form 4 paper work but there won't be any extra engraving involved.  No all manufacturers will bother with this.  It is a PITA for them.

BTW as far as I know CMMG does original SBRs.

I got a Noveske SBR Lower from the first batch that Mark got in. Well worth it. $348.00

Spikes, CMMG, and an occasional Colt is about all I've heard about being a factory SBR option.
