I've had a request to put together a tribute rifle (M4 w/ 203) and I'm looking for some direction on the project.  The Havoc just doen't have the right look, and most of the older Cobrays I see don't have the same "top metal" as the correct M203s I see.  A $1500+ re-barreled LMT receiver isn't in this guy's budget, so is there a more "correct" Cobray or other model?  Tried selling the guy on an airsoft add-on if he just wanted the look, but it seems that the idea of shooting flares appeals to him so here I am.

Bates & Dittus make launchers

There was only one 37mm launcher out there that had a very close resemblance to an actual M203. That was the original early style launcher made by RPB. This was all steel and quite heavy but it looked really good. Later RPB aluminum launchers looked just like Cobrays and hung down really low like all the current launchers do today. I don't know why someone doesn't make a launcher like the older RPB's as I think that there would be a decent demand for them.
Here is a picture and link describing an unmodified RPB which will work on both a full length & an M4 style barrel. The additional pictures are of a heavily modified RPB to which I adapted an aluminum barrel from a Cobray, used a KAC quick detach front mount, replaced the stock barrel latch with a modified M203 barrel latch, and several other small modifications. I can't say how easy or difficult it is to find an older RPB steel launcher, or what it would cost, but I suppose you could throw up some WTB ads. I sold this when I bought an M203, and saw it pop up again on Gunbroker several years ago and sell for a little over $400.

You may have to first register on Grogs website to read this. You should register anyway for more info on these and possibly find some leads.

Anyone know where I can get a steel RPB like that one?

I had one of those, and I thought it was crap.  The mounting system was horrible, and needs to be replaced out of the box.  It will double the weight of the weapon its on.

There is no decent M203 clone in 37mm, save an M203 in 37mm.

The mounting system can be replaced with a QD mount. And the barrel can be replaced with an aluminum one. You must have missed that part in my post above.
I guess that he'll have to spend the  $1500+ for the re-barreled LMT receiver that he doesn't have the budget for.

They haven't been made for years, I think that maybe I bought mine in 2003. You'll most likely have to throw up a WTB ad on some different boards and keep an eye open on Gunbroker and on WTS forums. USE the keywords "RPB", CM2037", and CM-2037. Should you find one, and want to modify it from stock, let me know. A while back I did a write up detailing how to do the necessary modifications.
