Is .501" at the muzzle thick enough to thread to SiCo specs?
I assume .650" between front sight and muzzle is GTG?

That doesn't sound like it leaves you much of a shoulder. The Silencerco O-ring thread spec calls for .476 from the shoulder to the muzzle.

.400" to .420" in my experience.  Take a gander:

ETA, are you talking diameter or length?  For diameter, the answer is no, it's not thick enough.  You need a shoulder.  The SiCo products do not index on the muzzle as you would need to happen with only .500" diameter muzzle.  Options?  You need an adapter that will index on the muzzle.  Call SiCo.

Rifle is a savage rascal. I've been told the OD at the muzzle is .501" and the OD at the front sight (.650" back from the muzzle) is .510"

You MIGHT get Silencerco's 1/2x28 to 1/2x28 adapter to work on it then.  Just have the muzzle threads cut so that the adapter indexes on the muzzle and, so long as the muzzle is square, it should work. That, or spend the money you're going to have to spend doing THAT on a Ruger American that comes threaded.  Not sure if the stock is short enough for your purposes, but the muzzle is threaded with a thread length of .400" instead of the 10/22's .620" length.

I'm using the rascal as a teaching gun. Single shot .22lr with short barrel, peep sights, and youth stock...
A suppressor on the end would be gravy

Some CB caps would make for some pretty tame shooting practice.  I used to pop a hundred or so pellets in the Garage on cool evenings when I was a kid.
