I'm not understanding this question.

How does building a suppressor have anything in relation to firearm possession?

That was confusing.

But if I understand your question correctly, one has nothing to do with the other.

well since the form 1 is for manufacturing firearms, I should be able to build a rifle also. thats what I mean.

A Form 1 is an "Application to Make and Register a Firearm". Since the only firearms that are "registered" are NFA weapons, the Form 1 is used to make NFA items. Building a legal length AR-15 does not require a Form 1 nor any other application.

Also, each Form 1 is for a single, specific NFA firearm.

+1
You don't fill out a form to make an AR15 at all, and you don't fill out a single form to make multiple NFA firearms; you fill out a form to make each one. So each suppressor that you want to make is going to require its own Form 1 and $200 tax stamp. So if you want to make 5 suppressors you have to fill out 5 different Forms and pay $1,000.

The only NFA items permissible in IL are AOWs (and certain DDs, like the USAS12).
