I would NOT put ANY kind of hollow tube on the end of a barrel, period.

If it reduces the sound of a gunshot, at all, it is a suppressor.  Even if it is only 0.1 dB and the shot blows the "can" apart in the process.

The only fake suppressor I'd consider "safe" (legally-speaking) is a solid hunk of aluminum with a hole bored through the middle of it.

I wouldn't own a fake suppressor.
You have a device that looks like a suppressor and get caught with it and don't have a copy of a tax stamp, you're likely going to jail.
Not all law enforcement officers are going to know how to tell if it is real, or even care to test it, if that is even possible at the time, they're just going to do the 'safe' thing and arrest you.
Let it get sorted out later.
Yes it will get sorted out in the end, but why have something that can cause that kind of trouble.
