My wife wants a scout Mosin like mine. I am thinking about doing a 14" barrel with a 2 1/4" permanently attached muzzle brake. I would pin it and weld the pin like the AR guys do.

Do I need to pull the barrel out of the action before I cut it down?  Once I cut the barrel it would be a barreled action with a barrel under legal length until I get it recrowned and the brake installed and pinned.

I'm going to buy the crowning tool so I can do it myself. That means I don't have to farm out anything.

I am also thinking about installing an ATI  scope mount backwards for a red dot that won't interfere with the stock bolt handle. ATI

To be absolutely legal, you should take it to a 'smith. I did mine at home, but I was able to re-crown and pin/weld the muzzle device on almost immediately. Cutting it down and then hauling it to a 'smith leaves you "illegal" between your house and the 'smith's place.
I did not remove the barrel from the reciever, but I used a hacksaw.
ETA- I don't have a crowning tool either so I made sure the cut was square to the bore by using a file to true it up. Then I used a "ball shaped" die grinder stone chucked in a drill to put a crown on it. Came out better than I thought it would and is even all the way around.
I haven't shot it for groups yet as I need to finish the front sight blade for it.

Loud ain't the word for it!  Just the muzzle flash will peel your hair line back a few inches! Slow down there and think about it some. I cut mine back to be a little longer than the legal limit to be in the good, and wow is that thing obnixously loud. Muzzle flash. holy crap! Just a warning.

17" with my own muzzle brake design. Loud doesn't cover it.

We went to Dunhams and picked out a very nice 1943 Izhevsk 91/30 for our project today. $89.99 plus tax and a small fee for transfer and we were out the door for around $100.

the rifle has a particularly light colored stock. That will work perfectly since my wife wants a dyed pink stock on her rifle.......

What she has not decided is how long she wants it. We are going to go shooting this weekend and let her shoot both the stock mosin and my scout mosin. My goal is for her to have a rifle that she can easily shoot off hand. She did well with my scout last time, but she wants to really get a feel for both of them. The full sized 91/30 has too much weight out front for her to do well off hand.

I am going to go with the ATI scope mount mounted in reverse for a red dot. Maybe the primary arms version.
