It kinda says it on it. Caliber .50 Armor Piercing Cartridge M2 Core Profile Ogive Inspection.  An ogive is the tapered nose of the bullet. Think nose cone. Based on that, I suspect it would be used to measure/gauge/inspect .50 ammo bullet core shapes, specifically the M2 designated AP version.

Now, please don't ask me how it would be employed...I don't know.

maybe used in the process of shaping the jacket, to ensure proper inside dimensions?
