which demilled subgun/rifle kit is the least expensive, parts available & has a success rate for noobs, in (order of want)
9mm, 7.62 x 39 and ?.... thinking more of a 9mm sub gun for plinkin, but I haven't put enough research into making sure
not to buy a kit then find the parts needed to finish it are more than a good used one.   thanks

Those cut up SMG kits are inexpensive, but converting a open bolt FA gun to run SA from a closed bolt usually involves a lot of work or buying a lot of new parts.  

Check the recent threads on Uzi builds.  

Outside of a few AK kits, I am unaware of any gun that can be built from a kit easily and for a substantial savings over buying a complete gun.  Especially buying a used gun.

The AR is the obvious/easy choice for 'noob builders'.

Honestly, AKs are almost not worth it to build if you are trying to save money.
