I have a cetme with the neck of the casing stuck in the chamber. Shell extractor rim broke trying to get it out. It is just the neck that is broken off in there, the rest of the shell is out. Any ideas? I didn't really want to take it to a gunsmith...
I think I might try ultra long needlenose pliers next.

order a new shell extractor really order 2 keep one in your rifle where your cleaning kit goes .
to do it right you need the extractor . i got mine from Midway

I bought the one from midway and the lip broke off where the extractor sits when I tried to pull the casing...

I very carefully used an easy out to get a broken shell out of my FAL.

It was from a Harbor Freight kit.  I used an empty case neck to measure the easy out and then ground it down so that it would not come in contact with the chamber.

Used a drill extension to get the length, and it spun right out.

I've had good luck shoving an oversize brass brush in from the breech end and pulling backwards.

I might try the brush idea. I tried sticking the 12g plastic patch jag in there after I cut it first. It's didn't work though, which is why I bought the shell extractor. If that doesn't work I might go the hf extractor route...

i dont know how you broke the tip off unless you had it screwed in so tight and you cycled the bolt and it ripped it off , anyway doesnt matter you shot a extractor, as long as you shoot one of them Cetme /PTR91 or any other HK clone you need to have a extractor ( a couple anyway on hand )  so you need to order a couple more
