Im currently an Oregon resident. I will be going up to Washington in a few weeks for a summer internship. I plan to buy a carbine while I am up there. For the purpose of a firearm transfer, would I be considered an Oregon resident still because my stay in WA is temporary and my drivers licence is still OR? Or would I be considered a Washington resident for the transfer because Im living and working up there (for ~3 months)? Id prefer not to wait until the end of the summer, and I want to be sure I do everything properly.

As long as Washington doesn't have any specialized laws about assualt weapons, it  should be fine,and won't matter either way. You can by long guns in a state other than your state of residence (exceptions made for individual state laws/permits). But on a federal level it's fine. Handguns are a different  matter though.
