Guys, I'm not sure if this is the right place to ask this, so if it isn't, can you please point me in the right direction.

I'm looking at building a .243 that I can use to shoot deer/pdogs/paper/neighbors/cans/crickets/change TV stations/etc...

I'm hoping to use a Remington 700 Action and buy an ER Shaw barrel and have them fit them together, so on and so forth. Then buy a stock, scope and mount them all together like a trailer park orgy (heh heh.....mount) (I know I know, I got his stupid idea out of a Peterson's Hunting Magazine, bastards)

I have a few real basic/retarded questions.
(1) Is .243 a long or short action. I thought it was short, but I didn't find much help with the almighty Google.
(2) Would I need to buy an action that was a .243 action? On Midway all I saw was .223, .308, and Magnum, I think.
(3)What else am I missing?
(4)Is there any other action that I should be using, and where can I buy it?
(5) Any idea where I can buy a new Remingon Action that I need for .243?

I'm not doing this to save money, because I could buy one for alot cheaper I'm sure. I just want one that I 'sortof' put together/built.

Get a different barrel.  ER Shaw barrels aren't the greatest quaility.  If you are still looking for a good budget barrel of better quaility, look at a douglas.

.243 is short action.

SHort action. Any action originally built for .243, .260, 7mm-08 or .308 will work.

I suggest calling George Gardner at Georgia Precision.

I'm looking at doing the exact same thing as you except I'm going to build in .260 Remington.  Here's what I've found out in researching my project:
1) Like a previous poster stated, .243 is a short action but a .308 action will work for you;
2) Unless you're just set on a Remington 700 action, consider a Savage action.  They're $100 cheaper and known for high quality.  Midway & Brownells are the only vendors I've found that offer Remington action(s).  SSS (Sharp Shooter Supply) offers Savage actions as well as Jim Briggs of Northlander (see savageshooters.com for info on Jim);
3) E.R. Shaw has a spotty reputation with their barrels.  Consider Shilen, Hart, Douglas, or Pac-Nor;
4) Have you decided on a trigger?  If not, look at SSS if you go the Savage route.  If its Remington, look at Jewell or Timney

Get a Savage and chambered PACNOR barrels.  Very few tools are needed to make a "custom" rifle with this route.

The thing is, a new Savage is likely to shoot so well you won't want to change the barrel.

The .243 Winchester has the same case head as the .308 and .270 Winchester, plus others.

Buy donor guns at Walmart during the Fall sales - you can pick up a Model 700 or a Savage.  A Model 700 bought this way will cost less than an action from Midway or Brownell's, and they all will require the same machine work to make them shoot to their potential.
