I understand how the quicker twist rates in barrel rifling stabilize heavier bullets more efficiently. What I do not understand is why don't barrel manufacturers just stick to the quicker twist rate and be done with it. Does a quick twist rate have a negative effect on lighter bullets? Is there some rule regarding military/LEO versus civilian owners? Is there anyone who who can help me understand this?

Faster twist rates will tear apart thin skinned lighter bullets. Hence the various choices.. :)
