Can anyone offer up some good sources for mail order surplus .223 ammo or reloads, anything that shoots decent and is relatively cheap?

There's several dealers who advertise here that have good deals. I buy mine at gun shows so I don't pay any shipping.

If it's still available So. African 300 rnd. battle packs shoot well and are cheap (as of last year anyway). Picked some up at cheaperthandirt.com, but get it elsewhere if you can because your mailbox will be stuffed with catalogues for years from CthanD.

I just got 1000 rounds of PMP .223 from Aim Surplus. Cost $160 shipped to me.

It's 55gr FMJ, and should meet SAAMI spec for .223 (not 5.56, if you need .223, but it runs fine in 5.56 chambered rifles)

Runs good from my 16" AR. Gets a nice fireball, tho!
