I was looking at buying a .50 cal black powder gun. My dad has the Thompson/Center Hawken I really like it. I was looking for a cap lock. So what I was wondering is where a good place to either get a kit or a complete gun would be?

And also a few places I have checked out on the net that sales complete guns doesnt require an FFL for black powder what is up with that?

Muzzleloading firearms, and replicas thereof, were exempted from the '68 GCA. Some states and municipalities, however, choose to regulate them.

Not just muzzleloading firearms, but all black  powder firearms.

I my father is an ex-FFL. He can still order 1858 Remington cap-and-ball pistols with no FFL required.

They are all considered muzzleloading; i.e., they don't use a cased metallic cartridge.

Firearms and  replicas of those firearms which do not use fixed case ammunition are considered "non-guns" (this is paraphrased from the GCA '68). "Non-guns" do not require an FFL for sales nor do they require the paperwork for a "gun".

heck, wal-mart has them. dixie gun works. tapco sells em sometimes.
