I don't think that is stippling.
Looks more like blotted on Acraglas or Bedliner.

looks like the same texture that you see on tactical bolt rifles. it's done with marine-tex

Rubber stick on grip. You can see the line where it terminates right above the mag release cutout.

Rubber stick on grip. You can see the line where it terminates right above the mag release cutout.

The op is not a stick on grip that is marine TeX. you apply it, let it set up little bit then use a tongue depressor to lift the marine TeX up. Super simple to do and adds a great amount of grip. You have to paint over it once cured

Here's one of my M&P's I did with a similar pattern. The stipple isn't too aggressive and won't tear up your hand.
