Where can I find a decent pair of used or blem PVS-7b or PVSd goggles? Nobody seems to have any.

I had a set in 2007 and had to sell them, now I wish I hadn't. New ones cost 3 times what I paid then.

If you want to roll the dice, there are always a pair or two on Ebay/Gunbroker.  Althought there is 10x as much NV on Ebay as Gunbroker.  Ask alot of questions, know what you are looking at (which is sounds like you do) and it is better if there is a return option.  After all, if you are not confident of your item, why would you take it back.  On the up side, you may get something cheap with a nice tube inside.  But remember, not everything on Ebay has a problem, but EVERYTHING with problems goes to Ebay.  You may also get a stolen unit as well, although I would think it is less risk with a PVS-7B vs. a PVS-14.  So it is not without it's risk.

With that said, I picked up a PVS-7B on auction that was listed as a gen 2 unit.  It was less then a parts kit without the tube, so I figured why not.  Especially since there was a 7-day return policy.  When it ended up having a decent gen 3 MX10130D/UV tube in it, although there were a bunch of spots in it.  One of the rear lens was busted and it needed a new plastic adjustment knob for the front.  But I was pretty happy with what I got.  On the flip side, I got a PVS-5 tube which had a burnt power supply that was listed as fully working.  So you do have to be careful.
