Can the receiving SOT call about a Form 3 or only the submitting dealer?

Either should be able to, assuming the receiving has a SN. Or, you could call and just say you're with one or the other.

Depends on what option the transferor circled in section 8 of the form...

Assuming yes was circled, as long as you know the serial and the dealers name, you can call. I did the yesterday. Form 3 took about 12 days.
