Paperwork is in for my SBR. Question is this:
Can I have to SBR upper? In other words, One complete lower (registered with stamp of course), and two complete uppers?

The whole rifle is the registered SBR, manufactured to the specifications you indicated on your application.  The lower is the serialized part.  My understanding is changing the upper, resulting in a SBR with an alternative configuration, is acceptable if it's a temporary change.

You're registering to make a SBR with a specific lower receiver.  Once approved and made, feel free to use other uppers as you choose, including a change of caliber if you want...
