So I'd like to legally SBS my Mossberg 500. I prefer to have a professional cut the barrel.

Do I do a Form 1, then send the barrel to a smith?

Or do send I the whole shotgun to a smith, then do a Form 4 to get it back?

So it doesn't make a difference that someone besides the listed manufacturer is actually cutting the barrel?

Is it cool because I would be the one to install the cut barrel, thus making me the manufacturer?

You are the maker and having the barrel cut is something anyone can do after you get your form back.  Have your form in hand before doing anything though.

When you do a Form 1, you are the "manufacturer".

This is more or less what I figured, since I've already done 2 SBRs on Form 1s, but wanted to double check. There's always some lame little nuance with NFA laws. Thanks everybody.

1) Have receiver engraved with your information.
2) File Form 1.
3) Wait.
4) Receive approved Form 1.
5) Either have the current barrel cut down, or buy the short barrel and install it.
6) Enjoy your new SBS.

If you want the barrel worked on professionally, cut it down to 17.9" or something with a hacksaw, and then send it off and have it cut and finished to the actual length you want. This way you've still mfg'd the SBS.

A Mossberg 500 barrel is easy enough to remove that he would be better off taking it off and sending it out after doing a form 1.

It would cost a lot more to ship an entire SBS around- consider both the added weight and the fact that he can't use US Mail....

FWIW, there's a 'smith over in the shotgun section who's cut two two shotgun barrels for me and installed choke tubes.   I've been very pleased with his service - fast, professional, etc.  He goes by 'GunCat' and you'll see his work is very highly reviewed.  I believe he wants a copy of your F1 before he cuts the barrel sub-18".

I don't think that's necessary. When you assemble a short barrel on the firearm for the first time, you have "manufactured" the SBS/SBR. Who does the cutting to get the gun below the legal limit is irrelevant. You're not even required to use the same barrel, you can install a completely new sub-18" barrel if you want. There's nothing wrong with having someone else cut the barrel and sending it back to you.

GunCat is who I had in mind. I've heard nothing but good things.
