What are the rules and regs for legally converting a CETME to full auto? Is it possible?

I'm guessing that unless you have either a registered receiver in FA or the FCG that is registered prior to either 86 or '68 (import ban) it ain't gonna happen.   You know, the whole "no new machine guns" thing.

Only way to do it legally would be to buy a registered HK trigger pack for around $12K and do your paperwork and send to the ATF with a $200 check and wait months for approval. But then I'm not sure if it would work in a CETME, however it will work in an HK-91 rifle which is basically the same thing, just a little better. The HK-91 rifle will cost around $2K also. But yeah full-auto firearms are not cheap since they were banned in 1986 and the prices on the legal registered pre-86 "transferable" machine guns have been going up ever since.

I have heard of some CETMEs functioning OK with HK packs. I've heard of others that would not run, no matter how much $$$ you threw at them. But as you say, most folks who are willing and able to shell out $12+k for a registered transferable HK trigger pack also see the wisdom in spending the $2k for an HK host gun.

An alternative for the OP would be to get an 07 manufacturing FFL with an 02 SOT, pay the $2.5k annual fees for as long as you own it, and be willing to torch it when you are tired of paying the annual fees.

Bottom line is it's like someone wanting to drop a $12k engine in a $400 car. Yes, you can do it ... but will it run right ... and more importantly: Why?

that is what I thought. I have a aquaintance that within the last 2 years or so got his class 3 manufacturing but if I ever tell him of a plan he gets real excited and pushes hard. Right now Im just in the info stage. I didnt realize how expensive the registered trigger pack were, but it serves me right for thinking a hk group would work in a Cetme.

There's no "class 3 manufacturing", since a manufacturer is a Class 2.  FWIW, Class 3 refers to a special status for a dealer, not a type or class of firearms (this and an adjacent forum's misleading titles notwithstanding).
