Just bought my first Spikes 16'' rifle a couple of weeks ago,now I am hooked.What is involved in purchasing an upper with a 10.5'' barrel?

I highly suggest getting one as long as your state allows. It's basically just paperwork and a $200 stamp but there's lots of good info that will give you all you need here:

You must obtain a tax stamp for the short barrel. It is illegal to posses a barrel less than 16" in length without a registered lower. You need to get a stamp before possessing the 10.5" upper.

No it isn't.  Just keep them separate, to show NO intent on building an unregistered SBR.  I purchased my 10.5" upper long before my stamp came in.

I'm sure others with chime in soon but people have caught and charged with a short upper and other ar-15s.  If your going to to have a 10.5" upper is probably wise to either not own a completed ar-15 rifle lower (even if it has its own upper), or have at least one ar-15 pistol lower, or keep your short upper at a different location, like at a parent's house.  If your applying for paperwork you already have a lower, many people just set them up as a pistol until the stamp gets back, and then put a stock on them.  Other people just ignor it, unless ATF agents are searching your house for somethine else its not likely to come up.

If you cut the barrel down from a 14.5" yourself and then send off for repairs,do you still have to purchase the $200.00stamp?

If the barrel we're 14.5" to begin with, you'd need an SBR stamp or pistol lower.

O.k.,thx.I thought 14.5" barrels were legal without a stamp if u had a permanent flash hider!!

they are

Barrel needs to be 16" and Overall is 26". If the flash hider is permanent then it is considered part of the barrel

I am going to SBR a rifle this summer and I have a stripped lower that is registered as a pistol.....that lower is my intened transition lower while the paper work is being completed.

I will always keep that stripped lower as is, for this purpose.

Wrong. It is illegal to possess a rifle with a barrel less than 16" in length without the receiver being registered as an SBR. You can possess all the short barrels and short barreled uppers you want as long as they aren't complete guns. That's how people build AR pistols right? If you had to have a tax stamp just to possess the barrels or uppers, you wouldn't be able to order them over the internet so easily.
