When transferring a weapon to a Class 3 dealer on a Form 4, does the paperwork still take forever?

Or is there a streamlined process for dealers?

Transfer to a SOT will require no background check, as he will fill out the license info on the front,  so it should be a little quicker as the SOT does not require any background checks.

ATF should verify serial number is currently registered to you,  verify SOT stuff is curent, and approve transfer.

Form 4 to my dealer back in April 08 took a little over 2 months, then the F4 to me took a little over 2 months, so no difference. All Form 4s go in the same pile.

I was hoping that there would be a special Form 4 pile when a C3 ealer was the transferee.

No such luck.  One big pile for form 4s, regardless of who the item is going to or coming from.

I wish they did. My last transfer for my MAC took almost 3 months to get approved.
