This may have been discussed before, but I can't seem to find the answer I was looking for.  Can I purchase an SBR upper and have it in my possession without the tax stamp?  Moreover, can the SBR simply be mailed to my residence?

You can purchase one if you like. It would be in your best interest not to store it at your residence until you have the stamp.

You could be charged with "intent' if your home ever got raided or something crazy.

Yes, its not a SBR until it is attached to the lower.

However you will be walking on thin ice if you have a spare rifle lower and the short upper lying around together.
