Thinking about a spikes tactical upper and it is an SBR (10 inches). Just wanted to make sure it has to go on my registered SBR ar 15 lower or does that not apply with rimfire rifles?

There is no difference because it's a .22.

It needs to go on an SBR lower.

Your SBR paperwork needs to reflect the caliber and length as well.

So even though I've got a registered SBR in 5.56, I can't swap out the upper to a .22 SBR without paying the $200 and  waiting forever?

an SBR is an SBR.

the ATF suggests you notify them in writing if you plan to use calibers other than what it was originally designed for.

however, when you file the form 1, you should list the caliber you are originally making it in. Realistically, once it's registered as an SBR, you're GTG. But any PERMANENT  changes should be sent to the ATF in writing.

I hope you have better luck notifying them than I did. Went from a 7.5" barrel to 14.5" and they wanted to know what I did with the other barrel. I replied back that it was sold in a private sale. Never heard anything back from em.
