Is it a "must" to include blue prints with form 1 suppressor paperwork? If so would 8"x11" printer paper with not so detailed dimensions with black ink pen be ok.

You do not need to include plans. Just list the caliber and overall length on the Form 1 itself. That's all they require.

OAL is required.  You can always shorten a supressor, but lengthening one is considered manufacturing a new supressor (and thus a new stamp)

No the OAL is not required mine says N/A. How do you know eactly what the OAL is going to be before you make it?

I thought anything that changed the size by more than 20% was considered manufacturing a new weapon?
