I sent 2 mini uzi's to Vector Arms to be SBR'd and the barrels chopped. Vector SBR's them and submitted the paperwork(Form 4) like they have been doing for years. I was just denied because some SOT got their panties in a wad and complained about a month ago to the ATF that companies should not be able to transfer directly to the owners when work of this nature is done. If anyone knows who this dealer is I would like to post their info so everyone can avoid them. I really hate when gun people screw me. No one can do this anymore.

A good note, my 2 cans got approved as I was being disapproved.

This post is useless WITHOUT THE SPECIFIC REASON FOR THE DENIAL! Besides sending a TITLE 1 firearm to an out of state Class II to be manufactured into an NFA weapon SHOULD NOT by the letter of the law be transfered directly back to the owner, but should go to an instate Class III dealer for transfer. If IMHO ATF allowed folks in the past to send firearms out of state and then be transfered directly back to the out of state owner this would be contrary to federal law...

I checked with Dan-P, who confirmed with Gary Schaible that that option also applied to SBSs and SBRs.

It was denied because I live in a different state than Vector. The cause of my denial was a SOT bitching about the way transfers have been done frequently in the past. The reasoning behind the allowing of this to be done was because the gun is owned by you at the start of the process. If I would of used a form 1 I would not have had to give it to a SOT in my state.

I have always had good experiences with the ATF, I believe it's not their fault, but just another example of people pushing to get their way and screwing others.

That's crazy. Last year I did just that.


I send my vector Uzi back to vector to do an SBR.

It was approved by the atf, and vector sent it back directly to me.

So now they can't do that?

Looks like you need to send them an explanation letter to clarify what you are doing like the last paragraph says.

There actually has been an exception for this in the past, and transfers have been approved.  I know, it surprised me too when I first learned this fact.

The operative word in the sentence was

If the manufacturer is out of State, the NFA Branch will need a clarification letter submitted with the ATF Form 4 so that the NFA Branch Examiner will know the circumstances of the transfer.

Did Vector make it clear that they had modified firearms that you owned already?
