I have a lower receiver marked 5.56-.223 that I would like to turn into a 9mm SBR, since I would be using a conversion block that could be easily removed what caliber would I use on the Form 1.

Whichever caliber you plan on keeping it configured as the most.

Ok thanks for the info, now another question, my wife is not a citizen(has a green card) will that effect my being able to purchase NFA item since they will be in the same home as her?

Does not matter. They cannot be accessible to anyone other than you. You can let other people shoot them, but they must remain in your possession. If you leave it on the kitchen table, and leave her home alone with access to it, you may have a problem. But if you keep it in a safe, and she doesn't have the combo, you should be GTG.
