Ok after searching and looking i am at a loss. Do i need to wait on ordering my upper until my stamp comes in? Obviously i do not want to piss off the ATF, but I am just curious if as long as i don't  join the upper and lower together if i am in the wrong.

And i truly dont care, i just did not know bc i have looked and looked for the answer and some places dont require the stamp to ship so i did not know. I read the manual and could not find anywhere it said anything about being in possession of the components.

Oh and on the over all length measure with the stock extended and guesstimate on the length of the upper?

Don't buy any less than 16" uppers until your paperwork is approved.

For federal purposes, it's measured with the stock extended.

Just make a new thread with your upper size.  It's all but guaranteed that somebody here has already got that size and can post the OAL.

Or go get a pistol or stripped lower (listed as pistol or stripped on the 4473) & have a pistol to make your short upper legal.  You can build the upper & have it while waiting on the SBR stuff, and if you want to travel w/o a 5320.20, then you can put the upper on the pistol lower.

Ok you lost me start over  also i found two finger print cards i had as extras from my old dept. they are about 14 months old and have my old addy on them will they work or do i need new cards? Form 1 says the pic must be 6 months old but nothing about the cards.

He was recommending that you could go purchase a new stripped lower, and have it transferred to you as a pistol.  On the form you fill out to purchase it (form 4473) it asks what the firearms is and you need to write (or most likely ask the dealer to write) either "pistol" or "stripped lower."  Once you have this stripped pistol lower you can go ahead and build it up your short-barreled upper on that pistol lower.  You just cannot put a stock on it.  You can even go function test the thing.  Just wait for your SBR forms to show back up then swap the upper back over to that SBR lower and add your favorite stock.

You can hand write the whole thing if you want.

The only reason I typed mine is that I figured any bit of paper I was expected to keep in perpetuity might as well look nice.
