Actually by federal laws you must give it to, (and pay all taxes, paperwork fees, etc etc)the last person you sold a firearm to.  Trust me on this.

Ignore all the above. Supressors need no paperwork to move in or out of state, as long as they are legal in your final destination.

When you move the ATF would like a note providing them with the new location of the NFA item, but it is not required by law.

So you wouldn't need to submit paperwork to revise the Form 4 if your address changes?  Just a note indicating such?

To heavy a buffer spring.  I shoulda known. You stack that many high quality parts together, and use a cheap no name stock, buffer, and spring, and you're gonna get less than stellar results.

BATF requests that you notify them of any change of address, but AFAIK there is no law or codified regulation requiring that you do so unless you move interstate. IMHO it's a good idea to drop them a note whenever you move as a CYA measure, and it does help to keep the NFA Registry as accurate as possible (an important goal).

Registrants do not have to obtain permission from ATF to move a silencer or “any other weapon” interstate. However, if a registrant’s address for these types of firearms changes after registration with ATF, please notify the NFA Branch in writing of the new address, so the NFRTR can reflect the registrant’s correct address.
