I realize this isn't your department but thought you may have some insight as where to begin.

I am planning to travel, by sailboat, from Marathon(in the Florida keys) to Pensacola Florida(in the panhandle) and I am wanting to bring my M16 along for the ride. One leg of this trip would include crossing the open Gulf of Mexico far off the Florida coast.  Would you possibly know who at ATF I could contact for information on the legalities of doing this?

We had a situation similar to this once before.  Gentleman was going to be heading miles off coast fishing, to International waters, and was taking a suppressor with him.  Nothing needed to be done with ATF in this instance, since no prior approval is necessary to travel with a suppressor.  The recommendation was for him to contact the State Department to check on their requirements in International waters.  ATF recommended that he keep a copy of his Form 4 with him to validate that he legally owned the weapon in the US.

In your instance, since you will be traveling within the same state, I would imagine the same would apply.  You would not need to file a 5320.20, since you will be leaving and coming back to the same state.  However, a 5320.20 is also for "temporary export", so if you are going to enter International waters on your trip, it may be a good idea to file one anyway.  Obviously, have a copy of your ATF Form 4, and I would recommend contacting the State Department to verify if they have any of their own requirements if you enter International waters.

You definately dont want to get anywhere near Mexican waters with a firearm.
