I understand relatively well the process involved in registering an AR as a Short Barrelled Rifle.  But what happens if i want to buy an already registered SBR lower reciever?  How do i go about transfering the lowers ownership from him to me?  Still just a Form-1?  And do any of the big AR firms register thier lowers as SBRs? Surely a class III gunshop will sell you an SBR???

Do i gain or loose anything monetarily or time-wise by purchasing an already registered SBR -vs- converting a regular lower to a class-3 on my own?

thx

The only advantage is if you want your gun to be a factory SBR rather than a freddy jones marked conversion, the paperwork is the same.

If the receiver is already in your state, file a form 4 and transfer it.  If it is out of state you must go through a dealer to transfer it to you.

So unless i find a lower already registered as an SBR, it seems it would be faster and easier to just convert my own rather than asking the gunshop to get a registered lower and transfer it to me.

A Class 2 manufacturer can make a  SBR at any time, but then must notify the ATF that he has made it within 48 hrs.  Once it is made, he can transfer it to you via a Form 4 if you are in the same state.

A Class 2 manufacturer does not need to get approval first... that's why he has a class 2 SOT, so he can make NFA items at will and subsequently (within 48 hrs) notify the NFA.

You often see class 2 manufacturers use the term 07/02.

The 07 is the type of Firerams dealer, the 02 is the type of SOT.

It depends upon where the lower you want to buy is currently located.

If it is already in-state, you submit a form 4 and take possession when it is approved.

If you buy it out of state, it has to be transferred first to your dealer, then to you - 2 transfers, which will probably take longer then rolling your own on a form 1.

I've heard varying reports from 60-days to several months for Form-1 turn around time.  Is a Form-4 any faster?

It would also be an advantage to transfer a factory SBR in the fact that you would not have to engrave your name and city/state on the lower.
