"all legal purposes" works fine on the form.  If the CLEO wants additional info, say "hearing protection".

Saying you want a suppressor for 'self defense' makes about as much sense as saying you want to buy a muffer to 'drive to work.' Silencers are not weapons.

I took my forms in today. When the Sheriff asked me -WHY DO YOU WANT A SUPPRESSOR? i simply said -IT'S JUST ANOTHER TOY. he

"Collecting and all legal purposes"       I have been instructing clients to put this description on the form 4 for 28 years, never refused.

How about for "collecting shits and legal giggles"?

I always wanted some one to try  "because"

or  "why not"

As a dealer I have never needed to fill in that section, I feel your pain.

It actually is a stupid or insignificant question, what the ATF is doing, is trying to trap you into a legal corner if they want to press it. Doubling up on legal submission, another twist to try to hold it against you. With this combination statement, it covers both "collecting" ,perhaps old relics, like the C&R License, plus all newer NFA as in "legal purpose". Vague enough but encompassing.

If you need one, it'll be issued to you.

UH NO! About the only military thing that helps you out if your under 21 is a handgun permit.

Okay, I guess that means that I am going to have to wait on the suppessor, but that handgun permit thing does interest me as well.  Are you saying that I should be able to purchase a handgun for myself even if I am under 21 since I am military?

Correct.  We have our customers write "to enhance my collection" or simply "collector".  Sometimes I'll throw in "and all legal purposes".  Depends how I'm feeling that day.  Never have had a Form 4 get denied/sent back for this reason yet.  


We had a guy that wanted to write something like "to protect my hearing in case I need to defend my home" and suggested he change it.

Let me rephrase,  when I say handgun permit, I mean in some branches you can carry a concealed handgun with your military permit. My mistake for not making more clear.

Got lucky on the CLEO signoff.  My mother has been the city secretary in my home town for almost 10 years.  I just went up to the PD, said hi to the chief & told him I had a form 1 for him to sign.  In & out in about 3 minutes.  Only problem was he didn't have the right print cards.

Just remembered HB322 (house bill) basically says if your active or retired military you can get your CHL at 18. Man, Texas is great.

Tell them to help with your marksmanship and to protect the hearing of others at the range. Gunfire is well over the OSHA limits of occupational noose exposure and you are trying to protect yourselfs and others.

Infact shooting with a silencer is required in many European countries. By shooting with a silencer you reduce the likely hood of an un-nessecary call for his deputies for shots fired.

I didnt BS my sheriff I was very up front with him and told him I had no need for ont but I would like on as it would complete the "set" with my HK Mark 23.  I told him if I dotn get a sign off that ok and he would still have my vote as sheriff, which was true.  i think me be honest and up front went a long way with him.  I write him a thank you note everytime I get the approved form 4 back from NFA and let him know it was approved and in my possession.  I have never been turned down so far and I am in hi office less than 5min for the sign off.  Last time I was there we BS'd about stuff more than talking about the sign off.

Yeah, kinda the same with me.  I've known the PD chief on a first name basis since they hired him.  Takes longer to tell him what I've got in the envelope than it does for him to sign it.  Of course, he knows me well enough that he couldn't have any objections anyway.  Last time I went in he asked me why I don't just get a license.

When I went in to get my form 4 signed the CLEO didn't even ask why I wanted it, he was more interested in which one I was getting. Same thing for my form 1 for a SBR, he was more interested in the rifle than anything else. Great guy.

I think on the first one I just put "personal collection"

Seriously, has anyone been denied or heard of someone being denied due to the explanation?  My guess is you can write anything you want and as long as you pass the background check you will be approved.  In other words, they can't/won't deny you based solely on the answer in this field.

My dealer filled out both of my form 4's for me a few years back. He put "for scientific research" on them. I just never bothered to question it.

I think its unlikely ATF would deny it based on what you wrote unless your answer hinted at illegal activity.  (i.e. I wouldn't put "I want to be a mob hit man")

I think the questions is what to tell the CLEO when you go in for signoff and he asks why you need something like this.

If you ever shoot on private land, just tell him it's to keep from annoying the neighbors, hearing protection, etc.  And as mentioned, it probably can't hurt to admit that its just another fun toy.  I discussed these questions with our local assistant DA (a friend and fellow black rifle enthusiast) when I started down the NFA path and those were his suggestions, but I ended up going to corp route for different reasons so its not an issue.
