Even countries with decent record keeping - like the US - have their share of unexplained marks on milsurps. 3GM-K, anyone?
When you get to countries like the 40's USSR, where record-keeping was lax and subject to "political fudging" to begin with, in combination with wartime stresses and copious amounts of vodka, it's a wonder that we know what any of those marks mean. |

There are probably far more unidentified marks on them, than there are ones of which we know the meaning. |

Maybe you could find an old Russian arsenal worker who could tell you? |
