I went to the post office today to try and ship a rifle that I sold on another forum. I inquired as to what was required and they handed me a form stating that you must be a manufacturer or a "bona fide" dealer to ship via USPS. I tried to explain the FFL and C&R license to the lady but all I got in response was "You mean you can own guns?" I was pretty positive FFL to FFL whether C&R or not was good to go. Has this changed? Or, is there an easier method to ship? I'm trying to get this rifle shipped tomorrow.

I thought you did in fact need to be a dealer to ship via USPS.  Or maybe I'm just thinking about shipping handguns.

Rifle is OK, handguns not OK.  No forms needed.  Just take and drop off and answer no to Liquid, perishable, potentially hazardous.

Alright I'll give it a shot. Hopefully I get a different woman at the counter so she doesn't suspect I'm up to shenanigans. She looked pretty shocked when I said the word firearm in my inquiry.

"d. Except as described in 12.1.2a, licensed curio and relic collectors may mail firearms meeting the defini­tion of curios or relics under 27 CFR 478.11 domes­tically to FFL licensed curio and relic collectors in any state. USPS recommends these items be mailed us­ing those services described in 12.2a"

There are two Post Offices within 10 miles of my house.  One will not mail a rifle for me.  They insist that I am reading the manual incorrectly and that I need a "real FFL" to mail it for me.  The other Post Office doesn't blink.  I put the rifle box on the counter and they ask the "liquids and perishables" question noted above.....that's it.  

The local Mom and Pop mailbox place will not ship or mail a firearm.  Hey, that's their choice.  But, the USPS can and does mail long guns.

Note:

I do NOT state that the box contains a firearm and they are not supposed to ask me either.

I mailed one rifle by the recommended Registered Mail and it took 2 weeks to get from Texas to Vermont.  I normally use Priority Mail, tracking number, and adult signature confirmation.

This.

One local USPS asks me the basic questions and ships without making an issue out of it.

The other USPS location likes to beat around the bush and when I answer no to the above questions they start asking me "so what is in it?" I simply tell them it is none of their business on what I am shipping as long as it meets their criteria.

For rifles: In most states, you don't need any FFL to ship in state.  If shipping out of state, you don't need an FFL of any type to ship.  Only the receiving side needs an FFL.

See, thats exactly what I thought. Then you have some places that make up their own rules, so unless you've done business with them before you can't call it.
