I am looking to get a 10/22. I want the target tactical model. I do not want the polymer components. Was this ever made in the "old style"?

I dont think the Tactical Target was made with a Metal trigger group if that is what you are asking.

The great thing about the 10-22 is everything is easily replaced on it. If you buy a new rifle with plastic trigger group, you can switch them out for an older OEM or aftermarket trigger group. If it is the Houge stock, then that is an easy fix also.

Which components do you mean? The stock, the trigger group housing? What does "old style"  mean?

Functionally, the polymer trigger groups are better than the old, cast AL ones.

It is trivially easy to swap out components of a 10/22 for something you would prefer.

Could I cut a stainless target barrel and put it on the hogue 10/22 tactical stock?

You could cut down a stainless target barrel and change to a Hogue stock.

Of course it may be just as cost effective to just get a barrel in the length you want depending on what the cost will be to cut and crown the stainless barrel.

Absolutely nothing wrong with the polymer trigger group.  Probably stronger than the original cast one and equally as upgradable.

Exactly.  
I don't understand the love affair that people have with the cast aluminum(comparable to MIM) trigger group of old.
If you end up getting a  rifle with the poly trigger group, I will happily trade you straight across for a used aluminum trigger group/housing that I have in my parts bin.
