I just ordered a Mueller 4.5-14x40 from Midway USA for my Savage FV 28700 .22.

I want to get as low a scope mount as possible with that setup. Could I get low rings or would I need medium?

I got some low ones off of ebay for $20. They look like they will work. I mean, it's just going on a .22 right?

As long as the front bell of the scope is not touching the barrel or rear sight you are fine.Most of mine have about 1/16th clearance.
Yes the inexpensive rings from ebay work fine on a 22lr.

Be careful with generalizations like low and medium. Most rings measure out differently than others of the same description. Best bet is to actually do the measurement and see if the rings you pick will work.

Google scope height formula and you should find something easy enough to follow.

Most lows should work fine. I have Burris XTR lows on my 44mm on my FVSR and have enough clearance to get cheapo bikini covers on to protect the lenses.
