Any decent, competent gun smith should be able to thread a rimfire bbl, IMO. If you don't know one or aren't comfortable with your local one(s), might check out the American Gunsmith's Guild. (Might have to play around with the name a bit.)

Any gunsmith should be able to remove barrel from the receiver. The barrel is held into receiver by cross pin. Then they should be able to thread if they have the capability and equipment. Here my recent project. After threading the barrel, I had to move front sight back by 1/2".
