Thanks for the ID. Does a helmet like this have a shelf life for how long the material can be trusted?

I don't see a lot of modern foam "puck"-style internal padding.  No biggie, if the helmet is GTG, such can be added easily.

Nah......doesnt have anything to do with cooling.......thats the way you fit your helmet to your head you can adjust size by two velcro straps on the side as seen......owned two helmets like this.......heres one I found for you I  didn't pay that much for mine.

AFAIK. USGI helmets are GTG unless the helmet has been stored in a seriously hot environment for an undermined period of time, or the helmet has suffered an injury.  No expert, but if one can see damage to the helmet, then damage there is.

Some, more modern helmets,. have holes drilled in them to accept NV mounting platforms.  Such drilled holes are almost always seen on the front of the helmet.  The helmet linked has no such NVD platform mounting holes.
