I won this on Ebay and it showed up today.   It is made by Spec-ops gear.   ALICE frame compatible.   It is HUGE.   I can't find anything about it on the internetz.   Here are some pics:

Here it is next to my Blackhawk SOF ruck and it is bigger.   The main compartment is massive.   If you look closely there are Fastex buckles around the clean center area, apparently to attach something.

Here is the back where the frame goes:

Here is the top.   It is more of a lid than a flap.   There are Fastex buckles on all 4 corners.

Here is the left side as you're wearing it.   There is a zipper all the way down the side to access the main compartment.   There is no zipper on the other side.

If this was made to carry a specific piece of equipment then I feel sorry for the sucker that had to hump it.
Anybody seen one before?

I can't even find it on their website. Are you sure it's made by Spec-ops and not some knockoff brand? It doesn't look like anything of any of their packs.

Doesn't appear nearly as big as some of Eberlestock's major packs, like the Destroyer or Battleship, which are nearly 10000 in^3.

That's definitely the SOB tag. Nice score!

It is Spec-Ops for sure and is very high quality.   The closest comparative pack I can find is the HSGI trash bag.
I found that a USGI assault pack will click into the Fastex buckles but there is still a Fastex right in the middle up top.

I am sure you could just send a picture to Spec Ops and ask them if they made them for a contract.

A lot of gear makers do contract runs of products that you do not see on their websites.

Spec-Ops Brand had a section on their website as of a couple of weeks ago called "Retro Gear," and I believe I saw a similar pack in that section.  That section is now gone, and they most likely de-listed the pack because it sold out.

As noted, if you really want to know, just contact them.
